The Plan clearly states that digital manufacturing shall be basically realized in the key areas of the traditional manufacturing industry by 2020, and that the intelligent manufacturing support system shall be basically established and the intelligent transformation of key industries shall be initially realized by 2025. Thus, on the road to intelligent manufacturing, the achievement of digital manufacturing, namely, the completion of the digital transformation, is the primary strategic objective for today's enterprises.
Build the foundation for Industrial Internet

The Plan points out that intelligent manufacturing has gained a rapid development in the world and has become an important drive for the development of the manufacturing industry, which will bring a profound impact on the industrial development and the pattern of division, and promote the formation of new production methods, industrial forms and business models. It is the only way to nurture the new momentum for China's economic growth, and is a strategic choice to seize the commanding height in the future economic and technological development. The development of intelligent manufacturing will serve as China's long-term strategic task.
Goal of digitized manufacturing and top ten tasks
The goal of digitized manufacturing in 2020 includes: achieving a breakthrough in technologies and equipment of intelligent manufacturing, significantly enhancing the development foundation, initially forming the intelligent manufacturing ecosystem, and realizing significant results in the development of key areas. In order to achieve the goal, the Plan has developed ten tasks: Speeding up the development of intelligent manufacturing equipment, strengthening the key common technical innovation, constructing the intelligent manufacturing standard system, building the industrial internet foundation, increasing the promotion of pilot demonstration of intelligent manufacturing, enhancing the intelligent transformation of key areas, driving the intelligent transformation of small and medium enterprises, cultivating the intelligent manufacturing ecosystem, improving collaborative development of regional intelligent manufacturing, and creating talent team of intelligent manufacturing.
The development of the tasks is based on the current situation of China's manufacturing industry. The Plan points out that China's manufacturing industry is still in the stage of coexistence of mechanization, electrification, automation and digitalization and of the imbalance of development in different regions, different industries and different enterprises, and is also facing serious problems such as key common technologies and core equipment being controlled by others, weak foundation in terms of intelligent manufacturing standards/software/network/information security, new models for intelligent manufacturing being not very mature, insufficient supply capacity of the overall system solution, and the lack of international industry giants and cross-border integrated intelligent manufacturing talents.
Major good news for system solutions providers
The Plan has always emphasized the coordinated development of equipment, software and system overall solutions, and puts forward the close cooperation and collaborative innovation of enterprises in different fields such as equipment, automation, software and information technology, and the promotion of the division of labor and cooperation and common development of enterprises in each link of industrial chains to gradually form an ecological system for the intelligent manufacturing development with intelligent manufacturing system integrators as the core joint driven by leading enterprises in various fields and joined in depth by a large number of "specialized, fined and peculiar" enterprises targeted in micro-segments.
China will accelerate the cultivation of a number of system solutions providers with industrial and professional characteristics. For example, China will support automation and information technology enterprises to gradually develop into intelligent manufacturing system solutions providers through business upgrades. By 2020, the intelligent manufacturing system solutions providers with the main business income of over 1 billion yuan will reach more than 40, and have significantly improved system integration capabilities to basically meet the needs of intelligent transformation of manufacturing.
Build the foundation for Industrial Internet
As the foundation for digitized manufacturing, the construction of Industrial Internet is particularly important. During the 13th Five-Year Plan, the state will vigorously promote the manufacturing enterprises to carry out the upgrading of the factory network, while encouraging suppliers to carry out the construction of industrial cloud and big data platform, driving qualified enterprises to carry out pilot demonstration, and promoting integrated application of new technologies, products and systems in key areas.
The Plan puts forward building cloud manufacturing and service platforms to provide key industrial software and various types of model libraries and manufacturing capability outsourcing services online to serve the intelligent development of small and medium enterprises. At the same time, the Plan proposes the collaborative innovation of small and medium enterprises and large enterprises by encouraging qualified large enterprises to build an information service platform which opens access, data information and computing power to small and medium enterprises.
